Manually Added Listings Ability for Users to Claim and Edit

For directories that do not allow public submissions: please create the ability for users to claim their listings that were manually created by the directory owner and allow those claimed listings to be edited by the person who claims the listing, even though it was not a public submission. Also, please create the ability for the directory owner to limit the ability for claimants to create new categories or tags. As the directory owner, I would like for my users to be able to edit everything in their listing and choose from categories & tags that currently exist, but I don't want to give them the ability to create new categories or tags.
